UK and European Health and Safety round-up: engineered stone, RIDDOR reform and the EU carcinogens revision

HSE has ordered businesses to stop work with engineered stone, the RIDDOR reform consultation has closed, and the EU has agreed new protections against cobalt, PAHs and welding fumes. Here is what a SHEQ director needs to take into audit prep and the board paper this quarter.

What changed this cycle, and why it lands in your next audit

This has been a busy stretch for regulators on both sides of the Channel. HSE has ordered businesses to down tools on engineered stone, closed a consultation that reshapes what you legally have to report, and refreshed its biological hazards guidance. The EU has provisionally agreed new measures to protect workers from hazardous substances, adding welding fumes to the list. If you answer to a board or a regulator, several of these items belong in your next audit-prep pack. Here is the short version, ordered by how quickly it touches your site.

Engineered stone: dry cutting is effectively over

On 25 June 2026, HSE confirmed it had ordered businesses to stop work with engineered stone after failing safety inspections. The regulator has moved against dry cutting and grinding where a business cannot demonstrate adequate control of respirable crystalline silica. In practice that means low-silica alternatives, water suppression and respiratory protective equipment, applied together rather than picked from a menu. This is an enforcement priority, not a paperwork nudge, and inspections are targeting fabricators who have not adapted.

RIDDOR reform: your reporting duties are set to widen

The consultation on reforming RIDDOR 2013 has closed. The proposals tighten how 'work-related' and reportable events are defined and push towards more data-driven reporting, alongside changes tied to Section 250 that reshape the criminal risk profile for organisations. For a SHEQ director this is a governance question as much as a compliance one: broader reporting triggers mean more scrutiny of near-miss data and a wider criminal risk profile if reporting slips. Now is the time to review who in your organisation decides whether an event is reportable, and how quickly.

EU carcinogens revision: welding fumes make the list

On 23 June 2026, the Council of the EU and the European Parliament reached a provisional agreement on measures to protect workers from exposure to hazardous substances, revising the Carcinogens, Mutagens and Reprotoxic Substances Directive. The agreement covers cobalt and polycyclic aromatic hydrocarbons and, for the first time, brings welding fumes within scope, with exposure limits and accompanying protections. If you operate across the UK and EU, or supply into EU sites, this changes the baseline for fabrication and metalwork exposure controls.

Quieter but not minor: wiring, chemicals and biological hazards

  • A new update to the IET Wiring Regulations (BS 7671) has been launched, with revised material relevant to modern fixed electrical installations. Anyone specifying or maintaining fixed electrical installations should treat this as live and check the published amendment against their standing arrangements.
  • The Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026 update GB CLP classification arrangements and align them more closely with the UN GHS. Confirm the coming-into-force dates in the instrument itself before adjusting your labelling and classification processes.
  • HSE refreshed its workplace biological hazards guidance in mid-2026, restructuring risk-assessment advice by sector and exposure scenario and aligning it to NHS and UKHSA sources.

Enforcement: the same risks, prosecuted again

The recent prosecution list reads like a catalogue of controls that failed at the last moment. A skip manufacturer was fined £30,000 in June 2026 for failing to protect workers from carcinogenic welding fumes. In construction, a director and company were fined after failing to comply with enforcement notices, and a Cheshire-based property developer was fined £45,000 in December 2025 for multiple construction site failures. Different sites, different sectors, but the shape is the same: a control that existed on paper was not holding when it mattered.

The pattern in these cases is worth naming. Enforcement notices not acted on. Fume control not maintained. Guarding and edge protection missing. None of these is exotic. Each represents a control that existed on paper and was not holding on the hundredth hour of a shift. That is the failure mode worth designing against: not the rare, unforeseeable event, but the ordinary one that a tired or distracted person misses.

Where active safety fits, and where it does not

Most site cameras are passive. They record footage that gets reviewed after an incident, which is useful for an investigation and useless for prevention. Active computer vision inverts that. SAIFI Edge watches for the specific hazards these prosecutions turn on, a forklift entering a pedestrian aisle, a worker crossing into an exclusion zone, PPE missing at a controlled point, and triggers a physical response in under 200 milliseconds: a barrier drops, a gate closes, a projected warning lands on the floor. It runs on edge hardware, offline-first, so it does not depend on a connection to act.

This is not a replacement for banksmen, yellow lines, mirrors or training, and it should never be sold as one. Those controls stay. SAIFI is the last line that catches what people inevitably miss when concentration lapses late in a shift. Per its product documentation, it is built around ISO 12100 risk-assessment principles and the ALARP standard, carries UKCA and CE conformity, and is designed against the EU AI Act's high-risk requirements and UK data protection rules. HSE's own regulatory approach to AI favours risk-based integration into existing regulations rather than a novel framework, which is exactly where a configuration-driven, human-oversight system sits.

The practical version of this argument shows up in deployment. At a luxury automotive manufacturer in Crewe, SAIFI was fitted at a high-risk crossing to detect vehicle-pedestrian conflicts that would otherwise have relied on a person catching them in time. The design principle there is the one the Construction Plant-hire Association's HFRS guidance also pushes: standardised fitment, defined inner and outer detection zones, tested accuracy and clear data ownership, integrated with existing controls rather than bolted on as a standalone gadget.
