Health and Safety Round-Up: RIDDOR Reform, Cobot Guidance, and Tighter Carcinogen Limits

The last few weeks gave a site H&S manager two things to read: a set of regulatory changes that will shape your paperwork over the next year, and an enforcement picture dominated by the hazards you already worry about, an unguarded machine and a pedestrian in the path of a moving vehicle. HSE moved on RIDDOR reform and collaborative-robot guidance, and the EU agreed tighter limits on welding fume. Here is what to take to the next safety committee.

The fortnight in health and safety: regulation moved, and so did the courts

If you run health and safety at a manufacturing, warehousing or waste site, the last few weeks gave you two things to read. The first is a set of regulatory changes that will shape your paperwork and your risk assessments over the next year. The second is the enforcement picture, which continues to be dominated by the hazards you already worry about: an unguarded machine, poor pedestrian control around moving vehicles, a failure to act on an Improvement Notice. This round-up covers both. Where a story connects to how active safety systems work on the floor, we say so plainly, and where it does not, we leave it alone.

Regulation: RIDDOR reform, cobots, and tighter carcinogen limits

HSE ran a consultation on the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013. The proposals clarify ambiguous terms in Regulation 2 and revise Regulation 8 covering reportable occupational diseases, with the stated aim of capturing work-related ill-health more accurately. If the definitions change, so does the threshold at which you file. It is worth flagging to whoever owns your incident reporting before the outcome lands.

In June 2026 HSE announced that it will create Great Britain's first joint industry guidance on collaborative robotics working safely alongside people. The regulator framed it as removing a clarity barrier that has slowed adoption. For anyone weighing a cobot cell in a shared workspace, this is the guidance to watch, because it addresses exactly the grey area that keeps cobots behind guarding rather than beside operators.

Separately, a consultation on blood lead exposure values and supporting guidance under the Control of Lead at Work Regulations 2002 was opened by HSE. If your process involves lead exposure, this is one to track for its effect on your health surveillance thresholds. HSE's cost-recovery regime remains in force too, and an Improvement Notice you do not close can carry a running Fee for Intervention cost, so it pays to keep open notices moving.

At EU level, the Council and Parliament reached a provisional agreement on 23 June 2026 to strengthen protection for workers exposed to hazardous substances. The deal sets new occupational exposure limits and adds substances to the scope of the carcinogens directive, with cobalt, polycyclic aromatic hydrocarbons and 1,4-dioxane among those covered. If you weld or your supply chain does, exposure to hazardous fume is now firmly on the regulatory map.

Enforcement: the regulator moves against a health service provider

The enforcement story that stands out is not a site fine. In July 2026, HSE took what it described as landmark enforcement action against an occupational health service provider. That is a signal worth reading: the regulator is willing to act against the people meant to be protecting workers, not just the sites employing them. If you outsource health surveillance, it is a prompt to check that your provider's work would stand up to the same scrutiny.

Beyond that single case, the recurring causes in the wider enforcement record are familiar ones: machinery guarding failures and vehicle-pedestrian conflict. These are not exotic failures. They are the everyday hazards of a busy yard or shop floor, and they are precisely the ones a person on the hundredth hour of a shift is most likely to miss.

The pattern in machinery and vehicle-pedestrian cases is not a mystery. A person walked into the path of a moving machine, or a guard was missing. The question for any site is what catches that in the half-second before it lands.

Where this connects to active safety

The through-line in exclusion-zone and machinery-guarding cases is a consistent one. Yellow lines, banksmen, mirrors and training all reduce the odds, and none of them should be torn up. But they depend on human attention, and attention is exactly what fades late in a shift. That is the gap SAIFI Edge is built to cover.   • Review your RIDDOR reporting thresholds against the proposed Regulation 2 and Regulation 8 changes
  • Add welding fume and the revised carcinogen limits to your COSHH review if they apply to your process
  • Check whether any open Improvement Notices carry a running Fee for Intervention cost
  • Map your vehicle-pedestrian conflict points and machinery nip points against your own incident history
  • Where a hazard depends on human attention to stay safe, ask what acts if that attention lapses

None of the regulatory moves above require a technology purchase. But the enforcement record is a reminder that the hazards costing operators the most, in fines and in human harm, are the dynamic ones: a moving vehicle, an unguarded moving part, a person where they should not be. Those are the conditions where an active system earns its place, catching what the hundredth hour misses.
